LOL I already asked. Here's his answer: "i don't remember why i did it now, lol. i think it was because of the length of the stock nuts/bolts and it looked all fucked up and wasn't at all secure, so i raised it to take some of the length. IIRC i just used some standard nuts to fill the gap."

Makes sense. I personally don't like the look of the naked gas tank, wires, etc so I still have my floorboard till I find something I like.
