Don't mind him....

You mean to say stator. The 11 pole should come with a new flywheel, that's all that's needed.

But... You will need a flywheel puller. 20 bux from lots of vendors here...

what do i need to upgrade other that the 11 pole stator and is it possible given its a stock gy6 150 cc with an 8 pole Curently it is sending all of 4 volts back to the battery which aint gettin it done .

i heard that you can't ride a ruckus with a gy6 in the rain. since im looking at getting a ruckus soon as a project/new means of transportation, and i wanna know if there is any way around this if it's actually a problem

Seriously..... Have you seen videos from Taiwan or Japan, they ride in typhoons! It's not an issue if you are using a decent air filter with some kind of rain shield.

Grease the muffler bearings too.. that way itll work if they get wet.

The only way i see any potential issue would be a forward facing carb with a open intake in said hurricane..

Get a good rainsuit and some goggles, you'll be fine - I recommend Frogg Toggs.
