started working on a 2012 ruckus I bought used. It has uni filter and br exhaust jetting set at 38/82 was at 85 brought it down and runs about the same my problem is that it seems slow compared to other people that say they can get 40s stock so why am I so slow? it has a stretch kit and fatty tire ive read that will slow it down but what bothers me is I get to around ~8800 rpm and my bike will start to like whine really loud from the exhaust and my rpms will drop is that me hitting the rev limiter I think I saw somewhere that if you hit it your spark plug will only ignite every other rpm to bring it down is that what it could be? I use to believe it was a jetting issue but I'm not so sure anymore because I fixed a slight bog it had before and some backfire it had when letting go of full throttle but still no gains. so I guess my biggest question would be is if the bikes suppose to make a noise when you hit max rpm? also I'm only ~137lbs read that weight makes a difference also.

Didn't read anything about a Variator.

I was having similar issues. i noticed a drop in speed.
I thought an oil change would help and it didnt. I even inspected the air filter but it was almost spotless so i just re seated it.
i topped of my tire pressure and everything was back to normal. I pump bi-weekly and run 40psi rear and 35front. although it was off by only a few psi. It was enough for noticeable drop in performance.

200lb rider, Polini variator with 5g weights, some weight reduction.....

on such a small engine, everything matters. The engine isn't powerful enough to overcome poor tuning, like a 1000cc would. 200lbs ain't that much.
