What jets are in it? If you changed any before installing the carb then go back to what was in it when you got it. Also you need to check for an air leak at the manifold. Spray some starting fluid or contact cleaner near it while it is idling. If the idle raises while you spray it then you have an air leak.
Make sure for some reason that your throttle grip isnt sticking as well. You can put a little lube around the bars and in the cable area to make sure it is working smoothly.

I only changed the small jet to a 38. But the ones that were already inside was doing the same thing, so I changed the jet to see if it did anything.

I'll check if there is air leak where it meets the manifold and get back here. Thanks

all right i'm an idiot. There was an air leak. It's working now. thanks for all your help.
Time to jet it just right now.

Also do you advise against leaving the floorboard off? I sawed it in half and just put on the front portion of it.
